Why do George W. Bush’s comments matter if the US military operation in Iran is NOT a ‘declared’ War?
Think back to 2002 and the Iraq War. The Iraq War was a ‘declared’ War, as it specifically had (and still has) a Resolution by Congress in 2002. That War is still ‘declared’ because the drawdown and removal of all troops was incomplete. In 2001, the US Congress passed the ‘Ghost Authorization’ – the Authorization for the use of Military force, which is still in effect.
The Ghost Authorization in 2001 was the Authorization for Use of Military Force (AUMF), which can be seen as a ‘blank check’ or a ‘ghost’ authority because it has been used for over two decades to justify military actions far beyond the original intent of Congress following 9/11.
The AUMF authorizes the President to use ALL “necessary appropriate force” against nations, organizations, or persons involved in the 9/11 attacks. That means ANY President can use it until terminated.
Think carefully about that. It means once you admit to the Iraq War being a declared “War by Law,” you MUST believe, or you ADMIT by inadvertent truth or accidental truth, that President Donald J. Trump has the same authority, the same power, and the same command.
Why?
Because the only thing that directly relates to PDJT in the War Powers Resolution Act is Section §1550, which is specifically dated 20 December, 2019.
Yet it was codified as temporary, as it is a section of the 2020 National Defense Authorization Act, which a Democrat-controlled House passed with Nancy Pelosi as the then Speaker.
The Executive Document at the bottom of §1550 shows Joe Biden relinquishing all power and authority to the Secretary of Defense, Lloyd Austin.
Why would a sitting President relinquish power and authority to the Secretary of Defense when no other President has ever done that?
Is it because the new sitting President could NOT command on his own?
Think about that.
The ONLY way that can happen is when the government is actually a Military one. Military Government and Continuity of Government had already been invoked in 2020.
As of 25 March 2026, the December 7 and 10, 2020, Executive Orders 13961 and 13963 remain in effect. A portion of 13961 was PARTIALLY revoked, meaning the other is still in effect, which means on the backside of a Continuity of Government.
The American government is in exile, and a shadow or puppet government is acting as what most people believe is a civilian government.
Meanwhile, the American Military Government is operating irregular and unconventional warfare strategies and tactics.
Joe Biden and Congress are puppets for a Continuity of Government as the Military drained the treasonous Swamp.
No one can prove this fact wrong. Law is a written discipline and reads the way it does.
Acknowledging Iraq has a Declaration via Resolution means you must acknowledge or inadvertently truthfully admit that Congress gave President DJT authority and Resolution in §1550 as the date accompanies all the executive actions immediately following, all of which were NOT terminated from 2021 to 2025.
It is still in effect today.
And President DJT validates this with the ‘Law of War Manual’ terms straight out of the Military Occupation Chapter. In almost every speech, as during the November and December 2, 2025 speeches, he says that all Executive Actions by Joe Biden NEVER EXISTED.
The Law outlines exactly what it outlines, but you need to know the Military portion, Lawfully, to have a complete picture.
